Transportation Performance Measure Project

In 2011, Washington State Association of Counties (WSAC) requested and was provided resources from the Washington State Legislature to develop transportation performance measures. Funding for the award came from a portion of the revenues distributed to counties from state fuel taxes.

In awarding the funds the the legislature asked WSAC to develop a performance measurement program to assist county governments in improving the delivery of their transportation programs and projects. WSAC has been working in conjunction with the Washington Association of County Engineers (WSACE) and others to develop the measures The measures address:

  • System safety
  • System preservation/maintenance
  • Stewardship (system project/program delivery)
  • Mobility
  • Environmental impacts

The report County Transportation Metrics: A roadmap for setting priorities culminates a year’s work by the Association and identifies a set of countywide performance measures matching-up with the State Transportation Attainment Report, discusses options for displaying and reporting the measures using a web-based dashboard, and outlines next steps to sustain a transportation performance measurement system for counties.
