Energy Audit Grant Program

The 2022 Washington State Capital Budget appropriated $4M to the Washington State Association of Counties (WSAC) to provide funding for energy audits on county-owned tier 1 and tier 2 covered buildings and to collect and manage data on the costs for counties to comply with the requirements of RCW 19.27A.210 and 19.27A.250.

In 2019 the Legislature passed the Clean Buildings Act (HB 1257), which created energy performance standards for existing covered buildings larger than 50,000 square feet. The 2022 expansion bill (SB 5722) added a new second tier of buildings larger than 20,000 square feet, including multifamily buildings. These two pieces of legislation directed the department of commerce to create a clean building performance standard, including:

  1. An energy performance standard and compliance process for non-residential buildings over 50,000 square feet.
  2. Requirements for energy management planning, operations and maintenance and tracking energy use over time for non-residential buildings larger than 20,000 square feet and multifamily buildings over 50,000 square feet.

County governments own a substantial number of covered buildings statewide, and meeting the Clean Building Performance Standard will be a financial and logistical challenge for Counties around the state.

WSAC is seeking to gather information about each county owned covered building across the state and disburse funding to conduct energy audits on covered buildings that have not yet received one.

This is intended to be an accessible source of funding for your county to complete audits on tier 1 and tier 2 buildings. In order to receive funding you must provide:

  • A contact for your County to work with WSAC staff
  • An inventory of tier 1 and tier 2 buildings that your County owns
  • Documentation of any energy audits already completed on covered buildings your county owns
